Purchasing carbon offsets involves an emitter of greenhouse gases paying another to reduce emissions on its behalf - typically at a cost lower than what the emitter would pay to eliminate the emissions itself.  Scientifically, the results are identical - a reduction in global emissions.

New regulations have created enormous new "carbon markets" around the world. In 2007 alone, emitters paid others over $64 billion US dollars to eliminate almost 3 billion metric tonnes of greenhouse gases. This is an increase of 140,000% over 2004.
